Narrowboat owner prosecuted by the Environment Agency

Fran Aldson has prosecuted, on behalf of the Environment Agency, the owner of a narrowboat based on the River Nene in Cambridgeshire. The boat owner was found guilty of failing to register his vessel with the Environment Agency.
The owner would have been liable for annual charges set by the Environment Agency whose registration scheme sets different levels of fees according to the type and size of vessel involved.
The boat owner had failed to register his vessel and then also challenged the definitions used by the Environment Agency. The magistrates said the Environment Agency was entitled to have its own definitions and ordered the defendant to pay £1,000 towards its costs.
