Application of Barnwell Manor principles test

Anne Williams has successfully represented the Nicholls Lane Field Action Group in an Inquiry into a refusal by Stafford Borough Council for a residential development in the Moddershall Valley. The Nicholls Lane Field Action Group opposed the development.

The Planning Inspector dismissed the appeal. Anne Williams called expert planning and heritage evidence which the Inspector accepted. He applied the principles set out in the Barnwell Manor Court of Appeal case of 2014 and dismissed the appeal although there was less than substantial harm to designated heritage assets.
