David Travers QC to chair BARC workshop at the Palace of Westminster

David Travers QC has been invited to chair a workshop hosted by Jo Stevens MP, Shadow Justice Minister & Shadow Solicitor General, and organised by the Business Accountability and Responsibility Centre (BARC) at the Palace of Westminster.

The workshop will address the likely impact of the Sentencing Council’s Definitive Guidelines for Health and Safety Offences, Corporate Manslaughter, Food Safety & Hygiene Offences.

In particular, the issues which will be discussed will include:-

• Is the biggest change the emphasis on risk rather than outcome?
• How are the courts going to face questions of foreseeability?
• How will the courts address the guidelines near silence on the
range for very large companies?
• Will the courts face many more Newton hearings?
• What are the exceptional circumstances in which consideration of
the turnover of a group will be relevant?
• What effect will there be on the prosecution of individuals?
• Will the harsher penalties for health and safety offences mean
even fewer Corporate Manslaughter prosecutions?
• Where is the jury in all this?

David Travers QC, as a Visiting Professor at BARC, University of South Wales, will chair the event which will take place on Wednesday 18th May.
