The use of cost benefit analysis in environmental regulation

In a recent article for the Journal of Water Law, Charles Morgan addresses the challenges of cost-benefit analysis in the context of environmental regulation and private nuisance claims. He looks at the alternative approaches available in these cases and the difficulties involved in attempts to put the balancing exercise onto a quantitative footing.
